Yes, it's completely a two way street, IPs can dynamically be added or removed from the database. Right now, I'm not sure about opening the update feature to the public. yet!
As for Opera, I use it frequently, but yours have been acting suspiciously (I guess it's trying to protect you) or you have messed up the settings. Either way, it's not performing properly and getting you blocked every time. But I unblocked you, we'll see how that goes.

It's showing SUN, and South Africa, but I'm not sure about the browser. Your user agent string indicates Gecko which is Mozilla so it might be FireFox or something similar, however, it's a very old build (2006) which leads me to believe it is a very old version of Netscape! is it?

That might be one thing. But it's more likely Lazy admin syndrome. The stupid admins on the UAE proxies allow external IPs through. This is the worst thing ever. But what can I say! What they need to do is allow only people in UAE out, but not someone from China to go through them!
If you end up on the spam list, you can be removed. In fact, your whole IP can be marked as "Safe no matter what" happens.
By the way, even if you're going through a proxy, I record the back end IP :) So don't worry

Now the awesome part is that it is actually in the database. This IP has not attempted to spam someone on the network (i.e. this blog)
So, it has been added to the database, from the sounds of it manually, but I can only know if I know the IP, or I might include the reason for the block in the response. I'm still thinking about that part.

And yes, I am incorporating IP's from all external sources. This is a global epidemic and no single service can be successful if it relied only on it's own resources.

But this specific solution is geared towards comment spam more than anything else!

I'm glad you like it. I think I'm going to evolve it at some point and give people the ability to report spammers. Or spread a number of honeypots and start collecting IPs
Now here's the dilemma, what would stop people from reporting innocent IP's as spam? I guess, it's sort of an honor system but some human inspection is needed at a certain level.

You know something Hani? I am discovering some very scary things when it comes to Spam. There appears to be some heavy hitters. People with a lot of resources at their disposal and they keep coming!

Now what you said means, I need to add the "unblock" to the list of features ... hmmm and do it programmatically through the API!
My initial thoughts:
Keep 2 other databases
One for user  suggested spam. (Honeypot collected spam don't need reinspecting)
Second for user suggested white list.
I'll think a little more about it and see how it goes
